If you have admin rights, then allow others to logon using their limited account, thats the only way.

Else you have a router which has URL and word filtering feature (Netgear ProSafe) which can solve your problem.

You can filter and manage a huge list of things with it... you just need an old pc and 2 nics...
then you make a great firewall/router out of it
