Ask him. When he says yes, say, "yeah, but really... is it?"
and when he says yes again, say, "come on... realllyyyyy?"
and he'll say yes, so say, "come on man, for real?"
and then he'll either admit it's a forgery, or it's a valid degree.

But really... most schools have offices to handle exactly this kind of inquiry. Go to the university's website and hunt down a phone number. They usually have a main number where they can connect you to the appropriate office.
