There are courses available on how to break annoying speech patterns such as the one you mentioned. The person is recorded as they are speaking and then they view themselves. It's very effective in showing people that they're throwing in too many sentence fillers such as : um, you know, ah, etc. You know what I'm saying? LOL

Well, most people say it because it's popular culture (gangsters, rap, money, bling, sex, etc.)

I say it because it cuts the crap. If i say "Do you know what I'm sayin" and I ask them a question somewhere deeper in the topic and they answer it right, then it could cut through a lot of explaining and save time.

Time is money, money is power.

And I like power.

(Who doesn't?)

bunch of people crackin' wise 'round here. *shifts eyes* know what I'm sayin'? hehe. Some people have quirks in their behaviour, this line could either be used to get your point of view, to validate themselves, or to get you to pay attention because unbeknown to you, you've got a puzzled look on your face.

Maybe they just want confirmation that you're listening or you don't seem focused on the conversation. I say it sometimes because the person doesn't seem like they get what i'm saying.

do you know what i'm saying?

hehe. it's just like saying, "know what I mean?" or "got it?"...

I guess its because they are unsure of themselves and they want you to know what they are talking to you about. I have had people to say it to me to. mainly people that are not Australian .
May God Bless you and merry Christmas

Because they are in a belief that they are talking in a high profile thinking that they are supreme.

It's for their own validation. Do you know what I'm saying?
