Have her help with the dishes, maybe run the vacuum, help fold clothes and put them away. Set the table, clear the table, and even help with cooking.

Yes, I agree that she is to young. Noone would hire a 10 year old to babysit...some 10 year olds still have babysitters. I don't think that it's smart for a 10 year old to be doing any jobs around an apartment building. Maybe you could tell her that is she will "keep house" for you that you will pay her.

How about dog walking? Or helping elderly neighbors with light housework? Or as a "Mother's helper" not really babysitting but helping out an overworked mom and keeping kids busy while mom does housework or gets dinner ready?

Sounds like you have an entrepreneur in the making. Try this... Walk with her (for safety purposes) and have her go door-to-door asking the neighbors if they would buy beef jerky from her if she were selling it. After finding out that some would, go online and register her as a Distributor with Jerky Direct. Order a case of beef jerky (at Distributor price), and when it arrives... walk with her again and have her go door-to-door selling bags of beef jerky to the neighbors.
Of course, this will work ONLY IF you and she agree that it can be a fun and profitable activity for you and her to do together. I would NOT want you to allow your 10 year old to go door-to-door on her own.

She can find out about being a mothers helper. Every mom can use somebody to play with their kids while they do the laundry, wash dishes, or even watch a little tv. This way the mom is home and your daughter is learing how to be with kids.

As other's suggested, she could be a "mothers helper." She could also housesit during the summer, clean houses, wash cars, walk dogs/petsit (if your aparment complex allows pets), help people decorate their houses for the holidays, wrap gifts, etc. If your apartment complex has little yards/gardens for the residents, she could also help take care of their lawns.
