This actually varries quite a bit depending on the manufactuer of the product. I would recommend checking the web sites for your respective products. I know my Intel Pentim D's cutoff is 79 Celcius but this is quite high for most cpus. Generally, the lower the temp the better.

I would say 60 to 80 F for system temp. The lower the temp the better, and for me, turning the computer off when i'm done using it does help. Eventually the processor fan dies and needs to be replaced. Without that fan, your system will get so hot, that you'll only be able to run your pc for about 3 to 5 minutes, because when the processor gets so hot, your pc shuts off. If it gets TOO hot, you can damage the computer.
If your fan died, or you don't know where to get one, remove the case, and place a box fan next to the opening and run it on high. This will help a little to keeping the processor cool, but isn't recommended for running the computer as you would normally.
