UPS Ground is the slowest/most economical service that UPS offers.

Commercial just refers to the type of location for delivery.
Delivery locations are either classified as commercial or residential. Residential refers to homes, commercial refers to businesses.

Delivery to a commercial address costs less, and have a guaranteed delivery date, meaning if the package is late, you can get a shipping refund. Residential addresses get a "scheduled" delivery date, but if they're late, you can't get a shipping refund.

(Businesses operated out of homes are considered residential.)

As far as the post below is concerned, commercial locations still receive three attempts to deliver if necessary. Also, UPS must attempt to deliver during posted business hours, so if you have a location like a bar, they have to attempt during posted business hours.

Next Day Air
2nd Day Air
3 Day Select
Ground
All the options deliver to both "residence" and "commercial" addresses. When they deliver to a business, it is considered commercial. It costs slightly less since businesses are open 9-5 M-F and they only have to make one attempt to deliver. When a package is addressed to a residence, it costs about $1.30 more since they may have to try 3 times to deliver.

Means you are sending a package through ground transportation to a commericial (business) place.

If your talking about tariffs it would reflect a tariff (rate) for commercial enterprises(businesses).
