I have a 220 volt line and would like to make an outdoor outlet on the opposite/outside wall. I can run the wiring through the wall but would like to also have 110 volt supply for lighting and 220 volt for heating. Do I just need a fuse box and outlets?

You need a neutral. You have 220 between two wires, and 110 would appear between either wire and the neutral. Ground will also give you the same result, but ground is not supposed to be used as a neutral.

Cut off electricity.
Run a 220 wire ifrom the 220 source into top of a small breaker box. Use a 10 guage wire. Wire it copying the main wiring coming into your house breaker box: Black and white wire hook to the main lugs at the top. Ground wire hooks to the ground strip/block.
Put in a 110 20 amp breaker. Run a 12 guage wire from it to the 110 recepticle. Copy the wiring in your main breaker box: black wire runs to 20 amp breaker. White and ground wire run to strip/ground bloc.

NO! You will need to run a neutral line from your electrical panel. The 220 line uses two power lines and and one ground. The 110 uses one power, one neutral and one ground.

If you put in a sub panel, it is easy. But a basic wiring book would be a smart purchase to help. Make sure you follow local building codes.

the only way to do this and keep it to code is to use a transformer to step down the voltage (which would need to be sized correctly). you would then need an over current device, like a subpanel. then, you could wire an outlet up to code after you had the over current device sized correctly. this way isn't worth it for just one receptacle.

or you could run another line from an existing receptacle or make a new circuit from your panel. take your pick

ok , if there is 3 or 4 wires. if there is four wires there. you can be creative safely with 4 wires. 3 wires is not helpful ;concerning the safety of your modification. You must also Calulate your total wattage also. also pay attention to the circuit breaker size. FIRE or DEATH is possible if you install an improper modification

There are ways to hook this up so that it works but none of these would be to code and potentially be dangerious. To do this properly, you need to run new wire.
