start on the top floor, or attic and work your way down. If the house will not be a smoking area again, consider purchasing industrial order neutralizer. You then clean starting with the ceilings and working down. That means washing and or painting the walls, cleaning or removing carpet and if you replace the carpet make sure the floors are clean before you cover them. Kilz works great with paint. Keep in mind when you clean, regular soap just wont do. If you paint you still have to clean the walls because of the nicotine on them. Use TSP or another strong cleaner. The reason you clean from the top down is that the smell and nicotine debris floats down.

Apartment complexes have "smoke bombs" to help get rid of the smell. They are like bug bombs, except instead of spraying poison they spray smell neutralizer. You can also try products like Neutra-Air (but be careful how much you use; that smell is pretty strong itself) or Oust Odorless.
Since the smell absorbs into paint and carpet, if you can paint the walls and replace the carpet, that will help dramatically. Or rent a carpet cleaner from the grocery store.

Go to an auto part store like Pep Boys or Kragen and get a can of Ozium air freshener. It will get rid of any smell. If it's an emergency all you got to do is burn a bag of popcorn in the microwave because the smell of burnt popcorn will cover any other smell.

smoke outside. Wash the walls and wash curtains as well as any other window coverings you have. Also light covers, etc. Just a very good spring cleaning. In the meantime, simmer some of your favorite spices or rinds from your favorite citrus fruit.

Wash all the walls with warm soapy water. Steam clean any furniture that might have been in contact with the smell. Steam clean the carpets.

bleach the walls, fabreeze the carpets. and put a no smoking sign up on your door. have a zero tolerance for smokers,
if you are a landlord, have the tennant sign a no smoking contract. we aren't allowed to smoke on our property or in house!
