From what I've learned about AIPAC, I think it's US citizen members could be guilty of treason.?

What should I do about this concern? Which is better to inform? The FBI, or the CIA?

If AIPAC is working to overthrow the US government yes, otherwise no. I think the FBI and CIA already are aware of this organization.

Probably not.

AIPAC is a "super lobby" with tremendous political clout - so much so, in fact, that the necessary objective of overthrowing our government as a basis for treason is moot - they don't need to overthrow something they pretty much already control anyways.
