That's the symbol for sticking your tongue out at someone. If you type it in yahoo messenger you will see a character pop up with a tongue sticking out at you.

they're sticking out their tongue =P. It can be either friendly or unfriendly, depending on context, but normally it's a positive or playful thing.

it is a simple "smiley" using keybaord characters.
:P (or :p) means sticking out your toungue, usually used as a light heart gesture and not being nasty
:) is a smile - some people use :o)
