The Site Advisor program will tell you if the site is safe to download from. Site Advisor has a free versions that is very good.

You can try www.screensavers.com I go to them all the time and I have never got anything bad from that site.

Webshots is a good place to get screen savers and cool backgrounds I use it and there is no spyware in it.

Another good one is called magnetic by incredimail, I just started using this and there is no spyware at all...but you have to use incredimail in order to download it.
