I've seen peope with 56.6k modems use web cams effectively by lowering the resolution of the frames of video the camera takes. The frame rate was a bit low, but it was usable.

i have a handycam i can connect my handycam as a webcam via usb
dont know if u need a high speed internet ....
i have a normal internet speed and it works fine

No. My parents had one, and they only had dial up internet...and it was pretty slow internet service too.

You need it to get a good framerate at least, DSL will do. dialup sucks and the image will be choppy.

no, but your frame rate will be ridiculously slow, and the quality will be horrible.
