If u buy a ps3 in the japanese version can u still make it english?

If u DO buy a playstation 3 that is japanese version, can u go in the options or do ANYTHING to make everything english or anything at all english? and same for the games of it. With the japanese games can u make THEM english 2?? and also 1 last question, do the english version games work on the japan version of the ps3?? plzzz answer back!!

No, the PS3 is region locked.
