When me and my husband have make love right after my period has went off I can barely feel him. But any other time we make love I feel him all the way and It even feels a little tight. And sometimes may hurt a little.

you should wait 24 hour after you have your period. but it up to you.. and if hurt little your period is over.. but your body was not ready for sex yet.. and you do not feel him because you were not up for it...

You are possibly describing vulvodynia vaginismus. Try doing a search on it, then talk to your doctor.
