Enjoy sex anytime you want. If you are afraid of pregnancy, then there are 'safe' periods, both before your monthly period and after (i.e. during your cycle) when sex MAY not result in pregnancy, but there is no certainty about this. You should get info about this from several respected websites or from your doctor. Using a condom would also reduce the chance of pregnancy.
There is no such thing as 'better'. It all depends on ones mood and the skill of the people involved, if you are referring to the pleasure element of sex.

it is good anytime befor after or during if u have trouble with ur period an orgasm helps
