You can, but just be careful.
When you plug in your iPod into a new computer with iTunes installed, then a pop will ask if you want to sync this iPod with this iTunes. Just say no.
If the computer doesn't have iTunes, then I don't think anything will happen.
It won't just delete all the songs when you plug it in, only if you tell it to.

You can recharge your Ipod from any USB connection.
Apple says you can use a USB connection from any computer to charge your Ipod.
The USB connection provides a set voltage which is used to charge the Ipod, it doesn't care where the electricity comes from as long as it is the right voltage, five volts. You can even use a firewire connection, from any computer, to charge your Ipod.
Now uploading or downloading songs from a foreign computer could cause you problems because you have not paid for those songs through that computer. You have to authorize that; see secret_sp... response for more information.
According to Wikipedia: http://en.wikipedia.org/wiki/USB#Power_supply
"The USB specification provides a 5 V (volts) supply on a single wire from which connected USB devices may draw power. The specification provides for no more than 5.25 V and no less than 4.35 V between the +ve and -ve bus power lines."
According to:http://docs.info.apple.com/article.html?artnum=61127
"Using Your Computer
If you want to charge your iPod using your computer, make sure that your computer is turned on, it isn't sleeping, and that the USB or FireWire port you connect your iPod to provides power. If you use USB, connect your iPod to a high-powered port using the USB cable that came with your iPod (or an Apple-branded cable). High-powered USB ports are typically found on the computer itself—not on your keyboard, which is low-powered.
FireWire ports on all Macs and some PCs provide electricity. If your FireWire port only has four pins, it doesn't provide electricity. If you're using FireWire, connect your iPod to a FireWire port on your computer using the FireWire cable that came with your iPod (or an Apple-branded cable)."

You can charge it on any computer that you want. You just can't listen to any songs unless you authorize that computer.
