Drain the gas from your tank and carbs. Ise about 1 litre of metholated spirits to absorb ant residual water lest in the tank and cards. drain again and leave overnifht in a draughty spot to let the air evaporate any residue.
Refill with fresh clesn gas and restart. Be prepared for a few pops and bangs if you havn't got all the metho out.

Water is heavier than gasoline. Switch the pet cock to "reserve" because the reserve inlet is at the bottom. Remove the fuel line, and put a clear container underneath. Press the starter. The gas (mostly water) will come out. It look like salad dressing. If you see a lot of water, continue draining, but it doesn t have to be complete. Small amount of water can be absorbed by adding alcohol to the tank. Then you are good to go.
If engine still doesn t start, the carburetors may have have water, then you have to loosen the drain screw at the bottom of carburetors. The engine will start once the fresh gas flow in :D

Get a small container of methanol (methyl hydrate) and pour about 4 oz. into the tank. That's it!
The alcohol combines with the water, then is absorbed by the gasoline sufficiently to clear up the problem.
This is a regular fix for people during the winter, when condensation on the inside of a partially-filled tank from repeated thawing/freezing collects sufficiently to block fuel intake to engine, sometimes freezes in place. In that case, the alcohol melts the ice.

Not a big problem, find the rubber hose on the bottom of the gas tank and follow it to the carb and remove the tube from the carb(first make sure the petcock is turned to off).get a gas can and turn the pet cock open and after all the gas is out put a bottle of dry gas in and filler back up making sure to reconnect the rubber line.take out the spark plug or plugs and clean them with a very fine grit sandpaper.replace the plugs and your on your way!Don't clean the carbs or any of that crap-gas is a cleaner!

drain tank remove fuel line. look at the bottom of the carbs see the big stait slot screw head . turn to open ,and it will drain out of carbs . when it stops draining tighten screws down and reconnect fuel line to gas tank get a bottle of alcohal isipropal. and fresh gas in the tank and wa la it runs,

I don't understand how you could possibly get rainwater in your tank, but since it happened, you need to remove the tank and totally drain it. You are talking about a motorcycle, hope I guessed right.

You need to drain your gas tank and let it dry, then refuel and try to start. That's what my husband does with any gas tank that has water in it.
