This O lied to Elmo and told me that baby was mine for 14 years. Now she tell Elmo it's not mine. How can i sue her for child support payments i paid for 2 of the 14 years? What are my rights? Elmo dont have a job anymore, I get food stamps, I live with my mother and could really use the money to buy my own smokes and Smirnoff.

get a grip....you believed her and you payed for only 2 years out of 14... well shame on you... have a paternity test and then you will know what your rights are.... what about the kids rights?? You assumed responsibility for the child while you thought it was yours. Whether it was yours or not does not change the fact that you assumed responsibility. I doubt the courts will allow you to sue her for anything regarding the child...
Now suing her for other things is a different story.
I'd consult a lawyer and not "Yahoo Answers" (no offence to yahoo answers)

Ask for a DNA test... if you are not the father she will have to pay you back but don't hold your breathe.... this is civil even if she is ordered to pay she may not
