Absolutely not. Dwarf Puffers are most definitely small, but they need at least a 5 gallon (preferably a 10 gallon) since the larger the tank the more stable the water conditions. Also, they are not good with other tank mates and even species tanks are not recommended to 1 Puffer only to a tank is essential. The tank will need filtration, heating and would need to be cycled for 3-6 weeks prior to getting the DP considering they are scaleless fish and are very sensitive to water parameters. If you do not cycle the tank you will end up with a dead Puffer. Dwarf Puffers can live up to 10 years (possibly more if in the best of environments), but usually the average is around 5-8 years. They must have small snails (Ramshorns are best) to keep their teeth filed down, even though they don't truly have to have it. Brine shrimp, mussels, blood worms and tubiflex worms are all good food to give to the Puffer. It may at first be a bit expensive to get these items, but if you had the resources, you could grow your own Ramshorns snails (prolific breeders) and Brine shrimp. You have to remember that most if not all Puffers do not take to pellets or flakes and need even live foods rich in proteins. Anyways, if you can't purchase a tank at least 5 gallons with heating and filtration, the Dwarf Puffer is not for you. In my personal opinion, the best thing for a 1 gallon would be cookies or candies.

Puffer fish are notorious for attacking/biting other fish and, from what I've heard, shouldn't be put in a tank with any other fish... unless you want them to have bits taken out of them all the time... at least that's how it is with Dwarf Puffer fish
