If the lease says water is included then he can't charge you for an overage unless there is an exception clause that says it only includes the water bill up to a certain amount. Respond to this request by including a copy of your lease and highlight where it says that water is included. Then include a note that water is included in the rent with no maximum usage specified. In other words, politely tell him to shove it.

Does your lease say that the place includes water, or that it includes water up to X dollar amount? If it includes water, then the LL pays for it no matter what the bill is. If it is up to X dollar amount, you pay whatever went over.
