Mokatum(sp?)hills, in the south...it's pretty deserted in the daytime and even though some people are up there at night, it's pretty quiet. There's usually a breeze blowing even in the hot summer months. They'll serve you something to drink if you like and you have a great view from atop this 'mountain.' Yes, the traffic is terrible, not like anything you've seen b/c they drive where ever they want & don't obey the rules. Plus, it's just so crowded.
Also, there's an office building/hotel in Ramses Square, (don't remember the name) near the train station. It's big, right in the center, you can't miss it. You can go to the top floor, and there's a little coffee shop with a balcony outside with tables. I forgot how many floors there is, but the view of Cairo is awesome. I wasn't too crazy about the tiny elevator we had to travel in to the top but we made it safe.
There was one more quiet place, some botannical garden, but I forgot the name of it. It was very pretty, & part of it was up a big hill. The view of the city was nice & there was a little cafe at the top.

While you didn't define "pimpin' good time!" I suspect that you mean adult type intertainment. You can try any of the major hotels, many of the Nile river boats, Hard Rock Cafe and the like. You can purchase a Cairo city guide at the larger hotels and book stores.

Go to the Cairo tower, top floor. It looks all over Egypt. Don't go on Friday or holidays.

Ismailia.

Addition:

I just realized I am so stupid. You said " in Cairo."
Well, in this case I would suggest Alexandria.
