Not necessarily, some guys have long foreskins that cover the glans even when they're fully erect. Phimosis is when you can't retract (pull back) your foreskin so the entire glans is exposed because the foreskin opening is too narrow/tight.

In most cases, stretching exercises are all that's needed. Basically take two fingers and stretch the opening as far as it'll go without pain or major discomfort (like increasing its radius) by hooking a finger on either side. It may take a few tries to get the hang of it. Do this exercise for a few minutes a day, preferrably after a shower, for a few weeks to a month.

If that doesn't work there are prescription creams that're supposed to help, especially when combined with the stretching. If after a few weeks that also doesn't work, you may want to consider surgical options, with circumcision being the most radical. If a circumcision isn't what you want, leave it as a last resort. See links for more info.

phimosis is a condition whereby the opening of your foreskin is too tight to allow free movement of the glans penis (head of the penis) when you try to retract/pull the foreskin back. In some cases, it causes pain due to the tightness. It is also more difficult to maintain a good hygiene as secretions are harder to clean. It can sometimes be treated conservatively but may need surgery, if necessary.

if you cant retract your foreskin from the head of your penis freely then i'd say you have phimosis.
please see your doctor. they're great with things like that.
