a man once said "...when people are sad, they dont do anything but cry over their condition. But when people are angry,they bring about change." why dose take it a disaster inorder for people to want to bring about change. like the people in New Orleans, it took a hurrrican to hit before they started complaing about how bad it is living in the ghetto there.

Because most people don't care enough to learn anything about disaster preparedness or emergency operations in their state until it has failed them. The problem was always there, but no one cared enough to change it. If you live in a disaster prone area, such as a coastal city whose land elevation is below sea level, you should know a little something about your city's evacuation plan and how a disaster event could affect you directly. I'm not saying that the citizen's are responsible for their loses, but they are responsible for their knowledge.

i am going to not really answer this question because i feel that you asked and answered your own question. i also think that it is an excellent question to ask. in another words you are asking why don't people get angry, mobilize, stick together and do something before a crisis. maybe if they did they may have averted the crisis. this is an excellent question to open up for discussion and i hope you generate good discussion out of this question. great opportunity for people to talk! thanx! missmirth
