Here is the tricky part: you can only obtain a visit visa if you have a sponsor in Dubai - must be immediate family or a legitimate company.
I have a feeling that your main purpose is to look for a job in Dubai, isn't it? As this is the normal practice in Dubai. There is another way of obtaining a visit visa:
1.) Go to a travel agency and ask them to do the visit visa for you. It shouldn't be a problem although it may cost more.
2.) Another thing is to book in a hotel and ask them to assist you with the visit visa.
Where I used to work before the hotel can arrange for your visa within 24 hours.
Dubai is efficient.

As an Indian passportholder you have to apply for a visit visa for Dubai and you need a sponsor.
A sponsor can be a family member with UAE residence
A UAE National
A Company in UAE
A hotel or Tour operator recognized by the UAE Govt.
For approval the Sponsor will need your flight and passport details in advance. Tourist visas are valid for 30 days from date of entry and 2 months from date of issue. It is possible to extend visas on request for up to a meximum of 90 days at the local immigration office. Fees=DHS 500.
Application requirements:
Valid passport.
1 passport picture
Letter from applicant's company/organisation about position held and purpose of visit
letter showing proof of sponsorship
Fee, payable in cash only (DHS 100)
Sponsors name, address, te. no and occupation
If you really want to come here to look for a job as mentioned before, you can do that while you are here on a visit visa, but you are not allowed to work being on a visit visa. After getting deployment your visit visa will be transferred to a residence visa on employers cost.

Search for Hotels In Dubai, On Yahoo's Search engine, Choose the one which falls in your budget and ask them for Visa assistence.

To obtain a business visa, you need a company in the UAE which has to sponsor you. You have to obtain a tourist visa through a travel agency or hotel.
