It depends on the species of fish. Goldfish like cooler water. Tropical fish require temps in the 75-85 range. Cichlids like temps around 80. A reputable fish store could advise you based upon your species list.

It all depends on the type of fish you have. I have some Kribensis Cichlid and some Ram Cichlids in my tank, and I keep the temp at around 75-79 F. Some fish like real warm water, like Discus, and some fish prefer cooler water. Do some reserach and find out what your fish likes at, www.elmersaquarium.com

That depends on what kind of fish you are going to put in it. you will need a heater for tropical fish, like a beta. for example, betas need a water temp of 78 to 82 degrees. but if it is just a gold fish or something they prefer water temp to be between 68 and 72 degrees.

you'd be surprised that a lot of fish do just fine at room temperature, especially bettas. i don't even have a heater in my 55 gal, i got iridescent sharks, loaches, tetras, and big golds in there for years and they do fine. i keep a heater in my salt tank because they're picky. but anyway, an ideal temp would be about 78F.
