I live in N Indiana and we use to always plant them like around May 10-15, same time as soybeans.
They need the warmer soil to germinate properly and grow.
Too cold a soil and they will rot before emerging. A sandy loam soil is best as it aids in cultivation ease and digging of the plants to get to the pods in the late summer.
We always dig them before it frosted in late September. The Spanish type peanuts start having these little brown speckles inside the shells and the seed skins are red to deep pink in color at maturity.
We always clean off as much soil as possible after freshly digging them, hang them in a well ventilated shed with the peanut pods hanging downward to completely dry. Be careful of mold as it can be the aflatoxin kind associated with peanuts and its deadly.

As early as possible. I live in northern ny and tried one year and picked the right year and got quite a few but the ground was to hard I found out by experts. The ground should be tilled very very loose and a sand base is better
