If your using a broadband connection, you will get this error unless the following are correct.
In the network connection settings, make sure the DNS is set to the actual address of the gateway, or router, you can find this information from your ISP.
The way to tell the current settings is to go to start, run, type in cmd, then type in ipconfg /all this will give you the current settings, the default gateway is the entry that should be set to the same as your DNS entry, this should then resolve the issue.

DNS server just gets a input of a URL Name and gives back the corresponding IP address and vice versa.

When the problem arises, do the following,
-> In command prompt type ipconfig/all
-> It will display the IP address of the system along with default
gateway, DNS server IP address etc... If the DNS server IP
is not visible, check whether your modem is correctly
throwing out the DNS IP. If modem has no such config,
contact the ISP.
-> If DNS IP is present, ping the IP for the reachability from your
system. Type nslookup in the DOS prompt. It will open a new
sub-shell. There type in the URL name which is not opening.
Then the prompt will show the resolved IP address of the
corresponding URL name. If it is not throwing the IP address,
check the URL name. If the URL name is correct contact the
ISP.
-> Also the DNS packets are UDP working on port 53, check
whether your modem or the router inbetween has a block
for port 53.

Check to see if you have your network connection set to use DHCP - where the IP Address and DNS IP addresses are set automatically. Networks that do not use DHCP, that is, the IP address is pre-assigned work differently. If you recently plugged into a different network, then your computer may be asking for an IP address and not getting one, or it may already have an IP address configured and it is not recognized or accepted by the current network. To help us help you, tell everyone who your ISP is, e.g. Comcast, Verizon and the connection type, e.g. cable, dsl.

It is a problem with your ISP... DNS is used for when you type a website name in like yahoo.com the DNS server matches your request with an IP address, so you dont have to type the ip address in of every website you go to. Hence why your torrents work, you dont need there Doman name to connect to them...

Go into your command prompt on your computer and type in ipconfig. This should set your IP address for you. This always works for me.
