Had this same sort of thing happen in the shop last week on a 99' Beetle. Turned out to be some broken plastic bracket or something in the cable linkage or something to that effect. Unfortunately I was off that day so I didn't get a look at it, only heard about it after the fact.

It could be any number of things, some already listed. I would check the linkage. There are a number of joints and connector rods at the rear of the gearbox and also underneath. These do wear and any excess play will give you a problem. If its not this, then its a much more serious job and will involve removing and stripping the gearbox. If this is the case, unless you can do this yourself, i would try and source a 2nd hand one from a breakers.

underneath where the shaft from the bottom of the gear stick goes onto the gearbox its held by a pinch bolt, this may have came loose and moved,put in neutral and undo pinch bolt and centralise the shaft, hopefully this should do it and hope the selector is,nt bent in the box

VW designed the transmission equipment on those autos as a closed equipment. hence, there is not any dipstick or position to pour extra fluid in. there's a fashion to work out if the fluid is low, yet you need to get lower than the vehicle to do it. seek for suggestion from a fix guide.

try removing the reverse light switch then try gears again very common fault there is no selector rods as it has cables
