I can't tell you for certain, but I doubt it was Felix Bowness in The Belles of St Trinians (1954).
His filmography at IMDB indicates he didn't start his film and TV career until the 1960s. And although I can't find a birth date for him, I'd say he was in his late fifties when he did Hi-De-Hi, which would put him in his late twenties when St Trinians was made.

Yes it is correct that he looks like Felix Bowness.
