Failure to keep up property can only lye with one person, and that's the person living there or the property owner in the case of abandoned buildings. It is not the city or governments responsibility to make sure the yard is mowed and there isn't trash everywhere. People just lack basic civic pride in some areas. That is the only reason for such things.
Personal responsibility, what a novel concept, but I doubt it will ever catch on.
EDIT: The government can rebuild all they want but if the residents don't preform upkeep it will just get run down again.

I know of a poor neighborhood. One street is lovely with small homes, flowers, cut grass, and very clean looking. The next street over has the same kind of little houses. There are weeds in the yard, fences torn half down, a boarded up window here and there, junk cars in the street, and everything looks so dirty. If the people have no pride, no one can help them. And, if they do not take care of things, how can the government try to help them?

I find that it's both the city's and the property owner's responsiblities. The city needs to abide by its own ordinances, as well as the property owner. We should be responsible for our own properties. The government had nothing to do with it, unless of course we're storing something like nuclear waste.

Well most but not all city officials, workers I've ever knew of, in most areas, go for those jobs because of the pay and benefits/security. Im not so inclined to believe that it is the community service or civic interest in aiding ones neighbor. So unless you have enough self respect to file complaints, and there's not tangles of bureaucratic red tape to snag you, those folks arent coming out to fix or improve anything in yo' hood. And sadly, too many in low income areas are primarily interested in survival. Not asthetics.

I agree with the first ans somewhat, but if people don't find initiative within themselves or "PRIDE" then they can blame only themselves. unfortunately, the lack of pride seems to adhere to some races more than others.I believe you know what races I'm referring to, when they have children, and only 1 in 3 homes have a father present, so where's their pride or sense or responsibility??

Is it the weather, is it society, or is it the news media that has brainwashed that expression into our consciousness?
Instead of finding fault, just do something that will help someone, anyone; even helping yourself would be better than "finding fault" with others.
