In addition to the higher-than-normal moisture inside popcorn, the other important feature is that popcorn has a harder-than-normal kernal. Even if the corn had moisture, if the shell wasn't as hard - it wouldn't go BOOM. Instead it would just slowly expand (kinda like the Pillsbury doughboy)

Others have answered correctly, just add on that popcorn has a higher then normal moisture content. Other corn will not pop.
