On eBay USA I found a shop that sells NBA Jerseys that I am interested in buying but the seller says they will only ship internationally only where USPS GLOBAL EXPRESS MAIL deliver to ... What I am saying is do they ship to the United Kingdom ?

Yes. USPS Global Express Mail is the equivalent of the UK's Royal Mail Airmail.
Don't forget you will pay duty and VAT on anything you import from the USA over a certain amount.

Yes...they will but it's advisable mail to check what their costs will be...often insurance may not cover the item after it has left the US.
