Princess of Wales is a higher title than Duchess, But generally a Royal Duchess is a Princess as well. Catherine is not Princess of Wales because that title is reserved for the Wife of the Prince of Wales . The Prince of Wales is currently William's father and the de facto Princess of Wales is the Duchess of Cornwall who chooses to use another one of her titles. William lost the "of Wales" part of his name when he was created Duke of Cambridge. When William is created Prince of Wales then Catherine. will become Princess of Wales. When Charles married Diana he was already Prince of Wales so she automatically assumed the title The Princess of Wales.
