He can run for the House but not for the Senate. This has nothing to do with his citizenship, but instead with his AGE. He isn't old enough to be a senator. Therefore, he can run for the House, but not the Senate.

He can run for both the House or the Senate, but never the presidency because he is not a natural born US citizen.
