I am not familiar with the medway, but most states now have laws requiting persons born after 1072 to take a safety course to operate a boat. It is a good idea. Radios no longer require a license. United States Power Squadron offers free courses and online, as do Coast Guard Auxillary.

I don't know what the Medway is, but you should take a basic safety and navigation course, and pick up a copy of the Rules. Pleasure craft operators generally don't need licenses, but it wouldn't be a bad idea. You need to have a radio operators, and a ship station license.
