It is probably just the material that the bra is made from, and the coating that is on the underwire. It should go away after a couple of washing.

Its the plastic coating on the underwire is wearing off, you have to buy a new bra, or cut a little bitty slit on each side were the wire is and take it out

Funny, I had the same problems with one of my bras!
Don't think mine did it because of rust and I definitely wouldn't remove the underwire -- defeats the purpose of buying bras with underwires!
What brand was it?
