I will stay in Singapore for less than 3 months; it is a short business assignment. Since withdrawing cash may incur a charge, I think of opening a short-term bank account there . Do you think it is possible? Is there any other option?

You can absolutely walk into your bank and get the account right away! After deciding what your opening balance will be, figure out which type of savings account is best for you guys - you can get a savings account with semi-high (hey, the economy isn't fantastic, you know?) rates pretty easily and with not TOO high of an opening balance. This type of account is very stable and won't LOSE any money. There are accounts at most banks that are set up specifically for saving for children. If you're a little more risky, you can open an account and consider investing - it depends on you. Be aware that you can lose money like that, too. With any account like this, you can keep it in your name until you feel like handing it over. At whatever age you choose, you can add her to the account. At that time you can either delete yourself off of the account, or stay on it to help monitor her spending and help her.
