As I am not from Florida, I won't pretend I have any knowledge of whether this particular animal is legal to own, with or without a permit, but there are a couple ways you can find out.
1. Call your local animal control office. They should have a list of animals which are legal or illegal to own, and what permits are required for them. If not, they can give you phone numbers of people to contact to find out.
2. Call your local SPCA. They, too, should have a list of what animals are legal to own, and are more likely to, since the SPCA is responcible for investigations of people who are in possession of controlled species/breeds. Again, if they don't have a list (or an investigator who simply knows) they should be able to give you contact numbers of people who do.
3. Call your local Fish and Game warden. He WILL have a list of animals that are legal/illegal to own, hunt, trap, etc. in your state, and information on how to get permits for those that require them. Note that this option may take a little while, especially if it is a popular hunting/fishing season in your state. If you don't get an answer within a few days, don't be afraid to try again. It's their job to answer your questions.

I'm starting to think that man guy is a bot... But either way, from doing past research I do beleive muntjack deer are legal in Florida, though I don't know if a permit is needed.
But to tell the truth, I've yet to come accross any animal of the exoticpet variiety that ISN'T legal in this state with the proper permit. You'd think that bringing in monkeys for pets would be a bad idea, but I think even on those a minimal permit is needed. but what do i know? I just research random animals for the heck of it *knowledge is power, and exotics are neat* And my reasoning behind thinking they are legal here is that I once came across a breeder some three hours outside of Orlando. I dunno if they still breed anything, but the site is juliesjungle.com or something like that.

I don't even know what this thing is, but you might want to check with your local wildlife agency. They will be able to tell you, or at least set you in the proper direction.
