after noticing rust in radiator, bought flush and cleaned system 3 times, then engine ran hot. changed thermostat twice, engine temp gauge does not show hot now, but when i open the radiator cap water overflows out and engine still seems to be too hot, and now it idles rough as it warms up, what is my problem?

coolant does surge when throttled, no foaming, and thermostat is in correctly, so that leaves clogged radiator? Thanks Ironhand for your answers.

1) Possible water pump failure?
2) Possible head gasket failure?
3) Possible radiator restriction?

Lots of possibilities.
Le the engine cool down. Open the radiator cap, and THEN start it. be sure that there ia adequate coolant. but NOT full to the top.
Watch the coolant action when you "goose" the throttle after it is fully warmed up. Do you see a surge of coolant? If so, chances are that the pump is good.
is there FOAM in the coolant while it is running? this is a classic sign of a head gasket failure or a cracked head.
Is the oil dipstick showing oil or a 'chocolate milkshake"?
When you replaced the thermostat, did you install it correctly, with the temperature pellet into the engine first? If it is reversed, the thermostat cannot sense the coolant and therefore cannot open to allow flow.
Just some thing to check.
