you limit your question to r'n r guitarists - guys like dimebag and yngwie malmstein are techically excellent players but they don't rock they shred - its not something that you participate in ,its an exhibition. it doesn't have the beat that makes you want to move.
top of my list - Keith Richards with either Mick Taylor or Brian Wood - he might be a wreck but he can rock. everyone copies his riffs and his roots are deep in american blues.
from the South anyone who plays a guitar named VanZandt, Collins, Rossington, Allman - yes those guys
Nugent - rocks
Jimmy Page can rock
SRV can play
Hendrix, Clapton - fine guitarists but not rockers
Billy Gibbons - don't mess with Texas he rocks
Lots of obscure guys can rock - Dan Baird and Rick Richards (who?) from the Georgia Satellites - don't gimme no lines and keep your hands to yourself - that song rocks hard but you don't know the guys by name - rock is a fairly narrow genre in my opinion and I don't think 32 bar arpeggios played at 400 watts have any place in it.
