Actually, you can use this with WordPad. Copy and paste the text into WordPad (or Microsoft Word) and I don't think you need any engine or anything, but open up the language bar. If you're in WordPad, right click on the task bar, and if you're in MS Word, it's up under tools, I think. If you're in MS Word, just search around until you find "speech" or "language bar" or something. (It's been a while since I've used MS Word.) Anyway, you can set the language bar (I can't remember, just play with it, you'll get it.) so that it reads text. It sounds very monotone, but if you've done this before, you know they all sound monotone. Hope this helps. :)

First off, text to speech aint what its cracked up to be! Secondly, unless you are talking about reading e books, you might as well forget the idea because you would have to scan page after page and then invest in some very expensive word recognition software! When you scan text, it becomes a pictur file and text to speech wouldnt recognize it!

Good news, you already have the program. If you have XP, there is a program already installed called Narrator. Just click on Start, All Programs, Accessories, Accessibility. It might be the third program down. Yeah

You don't need to download a program, Windows XP can do it already.
Go to your "Control Panel"
Double click on "Speech"
Go to the "Text to Speech tab"
Paste text in "Use the following text to preview the voice"
Then click on "Preview Voice".

You need a screen reader which are quite easy to get as they are used by blind people however I have found them too slow and far to hard to listen to.
