Being an 03 Civic, I looked and you prob have the 1.7L with hp ratings of 115 w/o Vtec and 127 in the EX Vtec... now... if you were to have bought the Si... well you already have a mean little car with the k20a3.... now if you have a lower model, yes you could spend like 4500 to 8000 on swapping an engine out with a K20A in the integra type r... but honestly... i would just play with the engine you have... start with an aftermarket cam such as zex or crower... that will help keep the duration of the valve to their max.... then if you want to go straight motor, then get aftermarket rods, pistons, and such... port and polish it, bore it over a half to 3/4 mm and then youre talking some big compression... but if you want to put a turbo (which is what i recommend) then up the rods and pistons but keep the compression as LOW as possible... you will have disasterous effects otherwise... do not buy the cheap turbos that ebay sells unless it is legit Garrett, Greddy, Edelbrock, or trusted name brands... usually if its under a grand then they will be demolished within a week to a month... many say LIKE a garrett t3t4 turbo or something.....
THEN once you get everything you want, you get your ECU chipped to the specifications of what youre doing to your car... this will make a HUGE difference... without tuning your car... you will hurt more than help....
anyway... i have a 1993 4 door civic dx with a 1.6 sohc.... and i can beat stangs, camaros, and i beat one corvette.... that was fun stuff... all of of about 10 psi of boost and a car that weighs roughly 1950 lbs... i love it and i spent MAYBE 2200 dollars plus my car (2000 dollars) cause i did a lot myself, researched it, and took care of my car... now you do the same!
but learn how to install the crap yourself... youll have a whole lot more fun i PROMISE!

Most people decide to swap engines to a dual cam (preferably vtec) as that is where you will gain the most power. If you already have a dual cam (Si model) this wont help you but you can gain very little power from basic bolt ons such as intake, header, and exhaust. If you need more power than that look into either a supercharger or turbo system. Someone above said that only the Si is an engine worth modifying but if you have an EX model then you can see nice power out of a turbocharged single cam vtec.

I would say that you should swap the engine. If you have the money, get a K series engine. I don't have much money, so I will be getting the older but almost as capable H22a. Boost it (but research everything a lot, ask experts, but don't have a shop put much in at all or else you'll "conveniently" be coming back to that shop because of something going wrong). Oh, and just so you know, a cold air intake won't do much at all if your exhaust is 2" or smaller. Sure, it takes in more air, but there's no where for it to go.
I have no preference toward domestic or imports. I own an import. And all of you domestic lovers that are pathetically trying to bash on imports are compensating for something else (if you know what I mean).
Just keep in mind that some of the world's fastest cars are four cylinders.

This an answer I could answer for you but get a faster engine put in since that is the most important part of your vehicle. Installing a twin turbine engine can make your civic go faster if you know the manufacturers that make those kind of engines for your style of import. Also getting twin turbo engines and a strong exhaust will make it go faster. Check for your vehicles horsepower and see what is the limit of horsepower your vehicle can take. If you have a 90 civic through a 99 civic chances are the parts for those cars will replace your old ones if it is speed you are looking for. For handling I suggest getting good spring shocks for blancing and keeping your card from skidding and also some larger rims preferably like 14 or 18 inch rims for better traction.

cold air intake will barely make a difference.
save up money and get a k20a3 don't put turbo because that will just kill the engine and wear out the clutch and a bunch of other stuff.
