Hokey Pokey Elmo?

Question

Do you think that a Hokey Pokey Elmo is to young for a 3 year old?
It sings the hokey pokey and puts its leg in and shakes it, same with his arm and then he spins around.
It said 12 months old and up.....but im not sure if its to young for my little 3 year old sister.
Please help.

Truthfully, my son is 3 and he rarely plays with his anymore. he just turned 3 a few weeks ago. I don't think I've seen him play with it in over 6 mo.
