When we consider the reactivity of elements we should consider their electronegativity which is a measure of attracting power when bonded.on the electronegativity scale fluorine has the highest electronegative power.the molecular formula is fluorine molecule(F 2)

in water i'd say Rb or Fr. Fl is highly electronegative and fairly reactive as well. just depends on conditions
