when i play my gutair it shocks me and now i have a tingling felling in my hand.

Try playing your guitar through another amp. If doesn't shock you, more than likely its the wiring in your amp. If it does shock you then its your guitar. In either case have the wiring checked out and fixed. Most towns have a local guitar/electronics shop you can take it to.

check your ground wires unless ya like the buzz

the feeling was most likely electricity and you do need to get your wires checked for safety reasons
