The 7 1/2 - 8 shoe size is technically based on the US system, but I think you should buy a size or two down when ordering shoes from the States. Why? I'm Filipino and when I buy shoes in the Philippines, I'm a size 9 or 10, but whenever I buy shoes from the US/Canada, I always fit into the 8 - 8 1/2 sizes only. My grandparents from the US always bring me shoes in sizes 9 and 10 (because they see that's what I wear in the Phils.) and they always end up being too big.
