Also I have 1 hard drive, 1 Double Layer Drive, 1 AMD Athlon XP 2800+ and 3 fans. It is a emachines T2899.

If it says it recommends a 300 watt power supply then it has factored in some other power requirements....and it may work depending on how much other stuff you have in your computer.

There's no such thing as a 300W graphics card. There's no such thing as a 30W graphics card. They don't use anywhere near that much.
A 300W power supply will be enough to run that computer and any video card you can fit in there.
