it is used to "set" the makeup on your face, so it doesnt come off during the day.
for example when you use fondation, you brush translucent powder on afterward to it doesnt rub off during the day
it may also be used to add a shimmer to your face

You would want to use this to set your makeup and reduce shine. I also find that in some cases foundation is to much for some. I suggest a translucent powder to give alittle bit of color. of course it will not cover any blemishes but will give a nice tone to your face.

Translucent means you can see through it to your natural skin tone. It evens out but doesn't fully cover your skin.

To cover up shiny noses and cheeks. When you put your moisteriser (if that's how you spell it) on it makes your nose and occasionaly your cheeks shiny, so to get rid of that we use powder.
