Im in Oregon. If a police officer notices you are high can he do anything if you dont have one bit of marijuana or anything related on you?

It is not legal to be high, even if you don't have the drug or the paraphenalia on you. This is called public intoxication. If you drive while under the influence of drugs, its called DUI.

Many states will vary, but if you have no marijuana on you, you cannot be charged with "possession", but you can be charged various charges (depending on the state), like, Disorderly conduct, Being under the infurence of a narcotic substance, Publice Intoxication, Chemical Intoxication, Have you placed in a holding area or detox center for your own personal safety, and these are just a few examples. So only because you do not have "anything" on you, does not mean they cannot still charge you with something relating to what you did have in your possession.

Being stoned means that marijuana is in your possession so yeah you can still get in trouble.

He might ticket you for public intoxication.
