Hurricanes need warm water, little change in wind speed or direction with altitude (low wind shear), and they need some source of rotation.
For the latter, they just need to be poleward of about 5 degrees from the equator (so the Gulf is ok for this). The Gulf Of Mexico is quite warm, so that satisfies the first condition. August and September tend to bring low wind shear in the Gulf, satisfying the second condition. These are the reasons hurricanes form in the Gulf of Mexico.

Actually, most hurricanes which reach the east and gulf coasts of Mexico and the USA begin forming off the west coast of Africa. If the conditions in the Atlantic are conducive, the hurricanes build and mature as they move east to west.

Hurricanes of the west coast of Mexico and the USA typically begin forming just of the southwest coast of Mexico and generally track to the northwest.

It has to do with the Gulf Stream which pulls or pushes wind turbulence from or to the Atlantic or to land masses.

firstly for huricanes to form there must be warm water.with global warming the gulf of mexico is getting warmer.
